Tijuana River Mouth State Marine Conservation Area (SMCA) is a marine protected area that extends offshore of southern San Diego County on California's south coast. The SMCA covers 2.91 square miles (7.5 km2).

The SMCA protects marine life by limiting the removal of marine wildlife from within its borders. Swami's SMCA prohibits take of all living marine resources except: recreational take of coastal pelagic species, except market squid by hand-held dip net only, is allowed. Commercial take of coastal pelagic species, except market squid, by round haul net only is allowed. Take pursuant to beach nourishment and other sediment management activities and operation and maintenance of artificial structures inside the conservation area is allowed per any required federal, state and local permits, or as otherwise authorized by the department.

  • Port of San Diego to Celebrate Completion of Chula Vista Wildlife Reserve Restoration

Thousands of migratory birds and other wildlife have a new home on the shores of San Diego Bay. Four agencies and hundreds of volunteers are responsible for the new shore-side home. The agencies include the Port of San Diego along with its partners - the U.S. Fish and Wildlife Service, the California Coastal Conservancy, the Environmental Protection Agency and Ocean Discovery Institute. We’re standing here at the Chula Vista Wildlife Reserve. Across the bay is the San Diego Bay National wildlife refuge. And together these two special areas provide habitat for the California Least Tern, Western Snowy Plover, green sea turtle, Welding Savannah Sparrow and a host of migratory birds that swim as a river of birds down the pacific flyway during the migration season. This is a restoration project that involves teaming with four agencies and hundreds of volunteers. In all it will cover 280 acres of coastal wetlands in the Chula Vista wildlife refuge. To create the new home for the flying wildlife and creatures living in the water sixty thousand cubic yards of sand was excavated - enough to fill five thousand trucks. New tidal creeks and tidal channels were created For the foraging birds and sea life. The sand was transported by an under water pipeline nearly a mile and a half away to a salt pond in Imperial Beach This used to be a pond and now it's a really nice white beach which is basically just washed sand. I think it’s probably the nicest Least Tern habitat in San Diego County. One of the key functions of the Port is to be an environmental steward for the tidelands and all of its resources. This is the Port’s largest restoration project and represents over $7 million dollars worth of an investment. The Port and its partners want to thank the hundreds of volunteers with the San Diego Audubon Society and San Diego Oceans Foundation. The volunteers removed invasive plants throughout the restoration area and they spent many hours planting cord grass and pickle weed plants, along with coastal golden bush and San Diego sunflowers. In several months when the thousands of plants are flourishing, the birds and all the wildlife will be there. It is an incredible place at the Port of San Diego and a host of other partners have joined together to restore for wildlife and fish. None of these creatures are able to speak, but if they could the birds that fly along San Diego Bay the fish that swim here in the shallow waters and the many invertebrate creatures that live in the mud would all thank the American people and the people of San Diego and the Port District for their contributions to restoring South San Diego Bay.

History

Tijuana River Mouth SMCA is one of 36 new marine protected areas adopted by the California Fish and Game Commission in December 2010 during the third phase of the Marine Life Protection Act Initiative. The MLPAI is a collaborative public process to create a statewide network of protected areas along California's coastline.

The south coast's new marine protected areas were designed by local divers, fishermen, conservationists and scientists who comprised the South Coast Regional Stakeholder Group. Their job was to design a network of protected areas that would preserve sensitive sea life and habitats while enhancing recreation, study and education opportunities.

The south coast marine protected went into effect 2012.

Geography and natural features

Tijuana River Mouth SMCA extends offshore of southern San Diego County along the Imperial Beach area, including US waters along the US–Mexico Border. This area is bounded by the mean high tide line and straight lines connecting the following points in the order listed except where noted:

  1. 32°34.00′N 117°07.98′W / 32.56667°N 117.13300°W / 32.56667; -117.13300 (1st corner)
  2. 32°34.00′N 117°09.00′W / 32.56667°N 117.15000°W / 32.56667; -117.15000 (2nd corner) thence southeastward along the three nautical mile offshore boundary to
  3. 32°31.97′N 117°09.00′W / 32.53283°N 117.15000°W / 32.53283; -117.15000 (3rd corner) and
  4. 32°32.06′N 117°07.48′W / 32.53433°N 117.12467°W / 32.53433; -117.12467 (4th corner).

Habitat and wildlife

This MPA is geographically connected with Tijuana River Estuary, a National Estuarine Research Reserve site, *Tijuana Slough National Wildlife Refuge creating the most intact contiguous estuarine/marine complex in the Southern California bioregion. The MPA includes a river mouth delta, soft sea floor sediment, the largest south coast region of offshore cobble reef at 3 by 3 km, a major barred sand bass spawning area, a persistent kelp bed, surfgrass, and a freshwater plume.
