The Stafford Village Four Corners Historic District is located at the junction of New York state routes 5 and 237 in Stafford, New York, United States. It is a collection of six buildings of various types from the 19th century, one of which is the oldest house in Genesee County.[2]

Stafford was the first European settlement on the Holland Purchase, continuously occupied since 1798.[2] Together the buildings constitute a well-preserved 19th century Western New York downtown. All the buildings are still used for their original purpose, save a store which was later converted to town hall. It was recognized as a historic district and listed on the National Register of Historic Places in 1976.[1]

THERE'S GOING TO BE TWO SEPARATE BUILDINGS BUILT ON THE PROPERTY. THE FIRST BEING TWO STORIES CONSISTENTING OF APPROXIMATELY 26,560 SQUARE FEET WHICH WILL BE FOR MEDICAL OFFICE USE AND THE OTHER ONE-STORY BUILDING OF APPROXIMATELY 23,700 GROSS SQUARE FEET FOR RETAIL SOMEPLACE. HOWEVER, SOME OF THE DETAILS OF THE PROPOSED LAND SALE ARE TROUBLESOME AND I WOULD LIKE TO REQUEST THE CITY COUNCIL RECONSIDER SOME OF THESE DETAILS. THE 21st STREET CORRIDOR IS NORFOLK'S SECOND MOST SUCCESSFUL COMMERCIAL CORRIDOR AND HAS BEEN FOR THE PAST THREE YEARS, AND IT HAS RANKED IN THE TOP FIVE FOR MANY, MANY YEARS. IT ONLY IS RIGHT NOW BEHIND DOWNTOWN NORFOLK. SO I QUESTION THE WISDOM OF SELLING APPROXIMATELY FOUR ACRES OF LAND IN THIS VIBRANT CORRIDOR FOR AN AMOUNT THAT NETS OUT TO $250,000. THIS IS THE SAME PIECE OF LAND THAT THE CITY VALUED AT ABOUT $5.5 MILLION IN 2007. WHAT HAPPENED TO MAKE IT DROP SO MUCH? THE GHENT COMMERCIAL DISTRICT HAS BEEN VERY SUCCESSFULLY REDEVELOPED THROUGH PRIVATE ENTERPRISE. THERE IS HARDLY ANY PROPERTY FOR SALE AND A VERY FEW PROPERTIES THAT ARE FOR SALE ARE PRICED AT A PREMIUM. SO AGAIN, I QUESTION WHY THIS BIG PRICE DROP. IF A DEVELOPER WANTED TO ASSEMBLE CLOSE TO FOUR ACRES IN GHENT, IT WOULD BE EXTREMELY DIFFICULT AND A VERY, VERY CUMBERSOME PROCESS. YET, NORFOLK IS FORTUNATE ENOUGH TO OWN IN ITS INVENTORY SUCH AN ASSEMBLY OF LAND. IT SHOULD NOT BE SOLD SO CHEAP. I HAVE HEARD THE ARGUMENT THAT THE ONLY WAY THE DEVELOPER CAN MAKE THIS PROJECT WORK, THE ONLY WAY THEY CAN MAKE THE NUMBERS WORK IS IF THEY CAN GET THE LAND AT THIS PRICE. HOWEVER, I'VE ALSO HEARD THAT THESE TENANTS THAT ARE PROPOSED FOR THE PROJECT ARE MARKET-RATE TENANTS. IF THE TENANTS ARE MARKET RATE, WHY SHOULD THE LAND NOT BE MARKET RATE? IT HAS BEEN MENTIONED SEVERAL TIMES THAT THIS SHOULD GO BACK OUT FOR PROPOSAL AND I CERTAINLY SUPPORT THE IDEA OF EITHER PUTTING THE LAND BACK OUT FOR A REQUEST FOR PROPOSAL OR SELL IT AT FAIR MARKET VALUE. ALL 850 NEW UNITS OF HOUSING PROPOSED WITHIN THE GHENT GROCERY MARKET IN 1999 HAVE BEEN BUILT AND THERE ARE AT LEAST 600 MORE PLANNED OR UNDER CONSTRUCTION NEAR DOWNTOWN OR IN GHENT. IF THOSE UNITS WERE ALL IN ONE NEIGHBORHOOD, THEY WOULD SUPPORT THE EQUIVALENT OF ALMOST A HALF OF A WHOLE NEW GROCERY STORE. SO THAT'S A LOT OF NEW SPENDING. HARRIS-TEETER'S SALES IN THEIR EXPANDED STORE APPEAR TO BE MUCH STRONGER THAN ANTICIPATE BECAUSE THEY'RE BRINGING PEOPLE IN TO THE NEIGHBORHOOD. THAT'S A GREAT MODEL FOR THE FRESH MARKET. THE UNFORTUNATE CLOSING OF THE MARKET AT HARBOR HEIGHTS AS SHIFTED GROCERY SPENDING INTO GHENT, CREATING AN UNEXPECTED WINDFALL FOR THOSE GROCERY STORES. I BELIEVE THE SALES TRANSFER APPROXIMATELY EQUAL TO THE TOTAL NEW SALES ANTICIPATED BY FRESH MARKET. FINALLY, ACCORDING TO NEWSPAPER REPORTS, PLANS FOR A FARM FRESH ANCHORED SHOPPING CENTER ADJACENT TO ODU'S UNIVERSITY VILLAGE HAS BEEN SHELVED. THIS WAS THE SINGLE GREATEST THREAT TO GROCERY STORE SALES PERFORMANCE IN THE GHENT NEIGHBORHOOD FROM A PREEMPTIVE LOCATION. BOTTOM LINE, MY MODELING SUGGESTED THAT UP TO 50% OF THE SALES AT FRESH MARKET WOULD NOT BE REALLOCATED FROM EXISTING STORES, BUT WOULD BE NEW TO THE CITY AND WOULD BE NEW TAX DOLLARS. MY SECOND MESSAGE, VERY SHORT, VERY SIMPLE. LAND VALUES, APPRAISALS, ARE SPECIFIC TO THE TIME THAT THEY WERE MADE. THEY CHANGE OVER TIME. SOMETIMES THEY GO DOWN, SOMETIMES THEY GO UP. LAND VALUES IN THE DEVELOPMENT PROCESS CAN BE THE CRITICAL ELEMENT IN MAKING A DEAL WORK. THE DEVELOPER HAS LITTLE CONTROL OVER MARKET RENT, LITTLE CONTROL OVER CONSTRUCTION COSTS, LITTLE CONTROL OVER OPERATING COSTS, BUT IT'S THE LAND VALUE THAT CAN MAKE OR BREAK A DEAL. SOMETIMES YOU HEAR A DEVELOPER SAY, I JUST COULDN'T GET THE NUMBERS TO PAN OUT. IT USUALLY HAS TO DO WITH EITHER THE LAND OR THE CONSTRUCTION COSTS. AFTER SEVERAL ATTEMPTS, IT SEEMS THAT AN EXPERIENCED DEVELOPMENT TEAM HAS PROFFERED A NEW PROPOSAL WITH SPECIFIC RENT AND CONSTRUCTION COSTS THAT SUPPORT THIS LAND VALUE THAT HAS BEEN OFFERED. THERE WILL NOT BE A NEGATIVE IMPACT ON VALUES IN THE AREA SHOULD THE CITY SELL THIS PROPERTY AT A DISCOUNT FOR ECONOMIC OR REASONS OTHER THAN THE IMMEDIATE DOLLAR AMOUNT RECEIVED. WE'VE SPENT MILLIONS OF DOLLARS ON STREET VERGES AND WHAT HAVE YOU TO TRY TO UPHOLD THIS SPECIAL AREA. WE LOOK ALL OVER, WE HAVE THE EXAMPLE OF SUFFOLK. YOU LOOK AT VIRGINIA BEACH AT TOWN CENTER, WHICH IS A HOT AREA. THEY JUST GAVE $16 MILLION INCENTIVE TO A COMPANY TO MOVE THEIR PEOPLE OUT THERE. THAT'S VALUABLE PROPERTY THAT THEY'RE DEALING WITH. I THINK THIS IS THE RIGHT PROJECT. I DON'T THINK WE SIT AROUND FOR ANOTHER FOUR OR FIVE YEARS AND WAIT FOR SOMETHING TO HAPPEN. I AM CONFIDENT THAT ONCE THIS IS BUILT, THE VALUES, EVEN AFTER THE ZONING CHANGES, THE VALUES WILL ESCALATE CONSIDERABLY FOR EVERYBODY IN THE GHENT AREA. I VOTE AYE. >> MR. WE SERIOUSLY CONSIDERED THEM, BOTH OF THEM, AND NEITHER ONE OF THOSE COULD TOM TO FRUITION. -- COULD COME TO FRUITION TOP TIMES HAD SOME THINGS TO DO IT WITH, THE ECONOMY HAD THINGS TO DO WITH IT, BUT THIS PROPER HAS BEEN ON THE MARKET FOR A LONG TIME. FIVE YEARS NOW THAT WE'VE BEEN TRYING TO GET SOMETHING DONE. WE ACTUALLY -- AND WHILE IT'S BEEN THERE, THE BUILDING THAT'S ON IT HAS CONSTANTLY, CONTINUALLY ERODED. THIS APPRAISAL WAS DONE BACK IN THE VERY TOP OF THE MARKET, BACK IN MAY OF '07. THE BUILDING ACTUALLY HAD SOME USE TO IT AT THAT TIME AND HAS NONE NOW. IT'S BEEN THE SUBJECT OF SEVERE VANDALISM. YOU COULDN'T SAVE THE BUILDING AND PART OF THE APPRAISAL IS PREDICATED ON THE BUILDING HAVING SUBSTANTIAL VALUE AND NONE OF THAT'S TRUE NOW. WE'VE HAD OTHER DEVELOPERS TRY TO COME IN AND DO THINGS, THEY HAVE NOT BEEN ABLE TO PULL IT OFF. THE CITY HAS A RECORD, WHETHER YOU LIKE IT OR NOT, OF DISCOUNTING PROPERTIES THAT IT OWNS IN ORDER TO SPUR DEVELOPMENT, AND THERE IS $17.5 MILLION OF PRIVATE MONEY THAT WILL GO INTO THIS DEAL. THE ASSESSED VALUE TO THE CITY, BECAUSE OF AN AGGRESSIVE ECONOMIC DEVELOPMENT POLICY OF THE CITY OF NORFOLK, DOUBLED BASICALLY IN THE LAST SEVEN OR EIGHT YEARS BECAUSE THE CITY HAS BEEN AGGRESSIVELY TRYING TO SPUR DEVELOPMENT LIKE THIS AND CREATE JOBS. THIS DEAL IS NO DIFFERENT. IT'S BERTH IN SOME WAY -- BETTER IN SOME WAYS BECAUSE IT SITS UP AGAINST ONE OF THE MORE DEVELOPED COAL LINES IN THE COUNTRY. IT LEADS TO THE FASTERS LOADING COAL FACILITY IN THE NORTHERN HEMISPHERE. THERE'S NOT MUCH THAT'S GOING TO HAPPEN ON THIS PROPERTY, BELIEVE ME. SOME PEOPLE THOUGHT THEY COULD PUT A COMMERCIAL STRIP OF RETAIL, RETAIL BUILDINGS JUST TO BLOCK THE VIEW OF THE RAIL LINE AND THEN PARK EVERYBODY IN FRONT. WE'RE GETTING BETTER THAN THAT. WE'RE GOING TO GET A LITTLE BIT OF A HIGH-RISE OFFICE BUILDING WHICH THE -- WHICH WILL GREATLY INURE TO THE BENEFIT OF GHENT. THESE PROFESSIONAL JOBS THAT WILL OCCUR THERE IS SOMETHING THAT THE GHENT COMMUNITY CAN TAKE ADVANTAGE OF FOR THEIR RESTAURANTS AND AS THEY SELL AND AS FOLKS COME TO TAKE ADVANTAGE OF THE BON SECOURS SERVICES. I TRY TO GET EVERY NICKEL OUT OF THIS STUFF FOR THE COMMUNITY, BUT I KNOW THAT SOMETIMES YOU HAVE TO SPEND MONEY TO MAKE MONEY AND THE DEVELOPERS THAT HAVE BEEN THERE WHEN WE EXACTED HIGH PRICES OUT OF THEM COULD NOT DELIVER. THE EDA, THE ECONOMIC DEVELOPMENT OFFICE HAS EXAMINED THE NUMBERS THAT MR. STANTON AND CHRIS SANDERS HAVE GIVEN TO US. WE'VE LOOKED AT THE RETURN THEY EXPECT TO MAKE. WE THINK IT IS FAIR UNDER THE CIRCUMSTANCES, BUT MODEST, AND IT SITS REALLY BETWEEN HAMPTON BOULEVARD AND COLLEY AVENUE THAT IS -- AND A RAILROAD TRACK AND IT IS A SITE THAT'S CRYING FOR DEVELOPMENT, BUT IT IS NOT THE -- AND THIS IS THE BEST PROPOSAL WE'VE HAD. Geography

The district is located at the intersection of the two highways, roughly midway between the larger communities of Batavia and Le Roy along Route 5. It is the southern terminus of Route 237, which leads to Morganville a short distance to the north. The area is a small hamlet of houses and commercial buildings amid a rural landscape of farm complexes and large worked fields, with a golf course to the north.[2]

All four corners are within the boundaries of these 5.7 acres (2.3 ha). On the lots are six buildings. All are contributing wood frame structures built in the 19th century. They include two houses, two stores, a church and a seminary. A small park at the northeastern corner was the site of a hotel which burned down in the 1920s.[2]

History

Joseph Ellicott began his survey of the Holland Purchase, most of present-day Western New York, in 1798. He established a storehouse at the intersection of an old Iroquois trail and his eastern transit. The settlement quickly earned the name Transit, and a post office was established.[2]

The next year a survey crew working for Ellicott was boarded there. While waiting for work to start, its leader, James Dewey, cleared land for a small vegetable garden. This was the first agricultural use of the Holland lands.[2]

Frederick Walther, who had established an inn at the junction, wrote to Ellicott that the garden's yield was good, reflecting the quality of soil in the region. An 1800 map of that portion of the Holland lands denotes intersection as "Walther", likely since he was the only resident. By 1804 he had built a Federal style inn just north of the Indian trail.[2]

Five years later, in 1809, the Marvin-Radley-Diefendorf House was built in the same style on the southwest corner of the junction. Unlike the inn, it is extant, making it the oldest house in Genesee County. In 1822, settlement had advanced enough that the Town of Stafford was established. The Greek Revival Radley-Worthington House went up on the southeast corner in 1831.[2]

St. Paul's Episcopal Church was built next door in the Carpenter Gothic style in 1841. That year, the junction dropped its original name of Transit and began being known as Stafford Four Corners, since it was the center of the town. Seven years later, in 1848, the Greek Revival seminary, now used as a parish house, was erected next to the church. Sanders Store came along two years afterward.[2]

In 1890 the Odd Fellows Hall at the northwest corner, the newest contributing property, was built. Walther's hotel burned down in 1922. The site remained undeveloped, and is today a park with military memorials. No modern infill has been built within the district.[2]

  • Independent Order of Odd Fellows Lodge #222, on the northwest corner. This two-story 1890 building with a hipped roof, front gabled pediment and twin pyramidal towers was enlarged in the late 1910s. The south (front) facade has a metal canopy running the length of the first story and an unusual assortment of single and paired windows on the second. It still serves as a lodge, with stores on the lower level.[2]
  • Marvin-Radley-Diefendorf House, southwest of the Sanders Store on the southwest corner. The oldest portion of this two-story five-bay hip-roofed brick house dates to 1809. A central Palladian window tops a full-length porch on the north (front) elevation.[2]
  • Radley-Worthington House, southeast corner. An imposing front portico provides the entrance to this clapboard-sided one-story Greek Revival house built in 1831. Fluted Ionic columns support a dentilled architrave and large pediment, and a dentilled cornice with blank frieze runs the length of the house. Inside, the hallways have fluted engaged pilasters supporting an entablature and heavy flat cornice. One archway has a molded architrave with keystone. No architect is known, and it is likely that the owner, the Rev. Richard Radley, ordered these pieces from a catalog.[2]
  • St. Paul's Episcopal Church, east of the Radley House. This 1841 clapboard-sided house of worship combines a Greek Revival architrave and pediment with pointed Gothic windows. The three-stage square front tower is topped by a balustrade with small turrets at the corners.[2]
  • St. Paul's Seminary, next to the church. Now the parish house, this small Greek Revival building was originally a schoolhouse for the church. It became a seminary in 1852.[2]
  • Sanders Store, southwest corner. Originally it was built in 1850 for a general store. In 1907 it began several years of renovations to convert it to its later use as Stafford's town hall (it has been vacant since the town moved to a newer building a short distance to the north on Route 237). Its combination of hip and gabled roof is one feature that reflects a combination of Greek Revival and vernacular influences. Other decorative touches include a cornice with pilasters supporting a large architrave, fan window with leaded glass in the north (front) gable field, and hip-roofed dormer window with diagonally muntined windows on the east elevation. An open-belfry tower with pyramidal roof on the northeast corner supports a modern fire siren.[2]
