A post office called Howell was established in 1899, and remained in operation until 1957.[14]

The Georgia General Assembly incorporated the place in 1905 as the Town of Howell.[15] The town's municipal charter was dissolved in 1995.[16]

It first appeared as a town in the 1910 U.S. Census with a population of 194.[5] It last appeared in the 1970 U.S. Census.[10][11] It was consolidated into the Echols County government in 2008.[17]
