From 1909 to 1918 and again from 1921 to 1923 Hoop served in the municipal council of Eschen and was also Deputy Mayor of Eschen from 1921 to 1923. He was elected into the Landtag of Liechtenstein as a member of the Christian-Social People's Party in 1918 and served in this position until 1922.[1][2]
