Summary

Description
The White Banner of National Liberation was a banner wielded by Kyrgyz rebels during the Andijan uprising of 1898 and Central Asian revolt of 1916. It's existence is attested by page 92 of "The Revolt of 1916 in Russian Central Asia" (Sokol, Edward Dennis (2016)), and by an RT documentary titled "Semirechye on Fire".

This rendition is based on the following description of the flag by Akmal Bazarbaev and Cloé Drieu in The Central Asian Revolt of 1916: A collapsing empire in the age of war and revolution (2019), page 87:

"They [the Kyrgyz rebels] planned to march onto Jizzakh, but they had to postpone this because they were lacking fodder for their horses. Eventually, three groups prepared themselves and each one had a white flag two arshins in length, with written on it in big black characters “La illah illah la, Muhamed rasul Allah”.

"La illah illah la, Muhamed rasul Allah'", the Shahada, is taken to have been in Arabic script, as the Arabic script was traditionally used to write Kyrgyz before the introduction of the first Latin-based alphabets in 1927.
