I am unsure if this photograph is copyrighted in any way, but I've found it on multiple websites, mostly personal blogs, or criminal wikis like the one I linked to as the source. On none of the hits I got with this photograph did it come up with an photographer or date taken/published. |

The photograph is just a means of showing readers who they're reading about. |

I don't believe this photograph will harm any commercial opportunities of its owner as it is an older photograph of an older serial killer couple years before they were apprehended by police (it's at least older than 1989). I believe any financial gain by the photographer will already have been taken. |
