The only other public domain picture of her that could be found is one showing her entire Kennedy family generation. She is a young child in that photograph and her head is turned to the side and the view is not that good.

The other pictures of her are the ones showing her from her escape from the nursing home and when she is an old woman in a wheelchair. It would therefore be better to use a picture showing her at her prime and prior to the botched lobotomy.

The photograph is simply to show what Rosemary Kennedy looked like in order to enhance the article and the learning experience for readers.

Given the sensitive and emotional circumstances surrounding Rosemary's condition and the aftermath of the failed lobotomy, coupled with the fact that the Kennedy family (except for Eunice) tried to keep her existence downplayed and protect her and their privacy by not using her photographs for commercial opportunities, it can be inferred that no harm will arise from the use of the photograph.
