I believe this image qualifies as fair use in the article Minamata disease compensation agreements of 1959 because:

the photograph succinctly illustrates fishing in Minamata during the period
the historic photograph cannot be reproduced
the image is of low resolution and will not damage the copyright value of the original photograph
