This image is in the public domain in Canada, as the book was published over 50 years ago. Not sure if the photo is from the 1909 edition or the 1930 edition, could cause copyright concerns in the US if from the 1930 edition. Google Image search only turns up one or two other photos of the individual.

This photo is likely in the public domain in the UK where the book was published, and is in the public domain in Canada. This is a low resolution version of the Captain's photo by an unidentified photographer. No harm should come from using it in Wikipedia, should a potential copyright owner come forward.
Other information This photo was likely published in the 1913 version of the book (of which we do not have a copy to compare). Should it be published in 1930, it is in the public domain as an anonymous photo over 70 yrs old in the EU, PD in Canada as prior to 1949. The only potential issue would be with US copyright.
