Thus equipped for the heavy task before him, he submitted for theapproval of the Government, on the 30th of July, 1894, a general plan forthe Exposition, in which, after having described the methods of classifica-tion of the exhibits which had been adopted in 18^^, in 1867, in 1878,and in 1889, he proposed a new one modifying these, and by means ofwhich it might be possible to demonstrate even more clearly the produc-tion of the manufactured article. The first question which presenteditself for the consideration of the preparatory commission, as he stated inhis speech before the Chamber of Deputies, was that of site.
