TWO RESOLUTIONS TO CURB ILLEGAL DISPATCHERS, SOLICITORS, AND CARGO HANDLERS AT DIPOLOG TERMINAL APPROVED BY DIPOLOG SP
In order to curb the operations of illegal dispatchers, passenger solicitors and cargo handlers outside the Land Transport Terminal, two separate resolutions were approved by the city council of Dipolog on their regular session held last February 4, 2020 at the SP Session Hall, this city.
The first resolution requests the Land Transport Terminal-in-Charge to provide the Sangguniang Panlungsod (City Council) the list of all accredited passengers [recte passenger] solicitors, cargo handlers, and commissioners based on what was cited in Ordinance No. 06-185 known as the “Ordinance Prohibiting Commissioning for Passengers and Regulating the Act of Dispatching Public Transport Vehicles and the Handling of Passengers Cargos at the Land Transport Terminal located in Miputak, Dipolog City” within 60 days until the end of the month of March 2020.
According to Vice Mayor Horacio Velasco, "As far as I can remember the said ordinance also mentioned that one should pay a certain fee and cargo handlers should wear a proper uniform and identification cards or [IDs] upon entering the terminal."
Meanwhile, the second resolution requests the Philippine National Police (PNP) to assist and cooperate with the Traffic Management Office (TMO) together with the Terminal-in-charge of the Land Transport Terminal against the operation of illegal dispatchers, passenger solicitors and cargo handlers in that place.
It is said that this step was taken by the Dipolog SP, in response to the request letter of BOD Chairman of Zamboanga del Norte United Transport Service Cooperative (ZANUTRANSCOOP) Ms. Fortunata B. Postigo regarding the illegal operation of dispatchers, cargo handlers at the Dipolog Terminal.
Previously, during the Joint Committee Hearing held on January 23, 2020, ZANUTRANSCOOP BOD Chairman Ms. Fortunata B. Postigo notified the Sangguniang Panlungsod (SP) of this city through a letter requesting the suspension of dispatchers who are not members of the accredited cooperative and disallowing the operation of colored vehicles in and out of the Land Transport Terminal.(CIO-gom)
