In the United States, works published with notice of copyright or registered in unpublished form on or after January 1, 1923, and prior to January 1, 1964, had to be renewed during the 28th year of their first term of copyright to maintain copyright for a full 95-year term. According to Public Works and Government Services Canada, Canada has no intention of renewing expired Crown Copyright works in any country, consequently restoration of copyright, available through the Uruguay Round Agreements Act, would not apply. In 1989 the United States enacted the Berne Convention Implementation Act, amending the 1976 Copyright Act to conform to most of the provisions of the Berne Convention. The Berne Convention Implementation Act of 1988 states, in section twelve, that the Act "does not provide copyright protection for any work that is in the public domain."
