According to this book the photograph was found by an amateur historian in an antique shop in Austria in the early 1980s. This is a unique photograph of a highly notable and controversial incident involving Phleps.

Given that sources indicate the photograph was taken by a German military photographer from the 7th SS Division, that it was handed to an employee of the World Jewish Congress by an unknown person, any owner of the photograph does not appear to have a potential commercial interest in it, and it does not appear to have had an original market role.
Other information A search of online images and at a large public library have not found any definitely free alternatives to this image. According to this book and this book, pp. 32 & 79 the photograph was taken by the photographic section of the 7th SS Division, was found by an anonymous person in an antique shop in Austria in the early 1980s, and was subsequently handed to a representative of the World Jewish Congress who provided it to others.
