The four persons convicted in the Zebra murders have been continuously incarcerated in California since the mid-1970s and therefore it is not possible to obtain an alternative free photograph of them. In addition, one of the persons pictured, J.C.X. Simon, died in 2015.
Minimal use (WP:NFCC#3) Use of one reduced-size, cropped image for the purpose of visual identification by the user is minimal use. Although the image combines four mugshots, this is necessary since all four persons were convicted of the murders that are the subject of the article.
