The Duluth City Council is the legislative branch of the government of Duluth, Minnesota. It is responsible for passing ordinances, resolutions, and regulations governing the city. The council also oversees the city's financial operations, including the annual budget, and serves as a check against the Mayor of Duluth in a mayor-council government model.[1]

Composition

The Council is composed of nine members: five councilors represent specific districts within the city, and four are elected at large, representing the entire city. Council members serve staggered four-year terms. The position of council president rotates among members and is elected annually by the council.[2][3]

Responsibilities and powers

The Duluth City Council has a wide range of responsibilities, including:[4]

  • Drafting and voting on city legislation.
  • Approving the city budget and financial appropriations.
  • Conducting hearings to gather public input on city governance.
  • Setting city policies and standards.
  • Working with the mayor and city administration to implement and enforce city laws.
  • Addressing constituent needs and concerns within their respective districts.

Meetings

The Duluth City Council meets regularly, with sessions open to the public. Agendas and minutes are available on the city's official website, and meetings are often broadcast for those unable to attend in person. During these meetings, the councilors discuss and vote on various issues affecting Duluth and its residents.[2]
