The 2003-04 Baltimore mayoral election saw the reelection of incumbent mayor Martin O'Malley.

As a result of a conflict between Maryland Election Law and the Baltimore City Charter, the primary took place on September 9, 2003 while the general election took place more than a year later on November 2, 2004.[1]
