The Treaty on Political Asylum and Refuge is a multi-party treaty regarding political asylum and refugee law. It was signed in Montevideo on 4 August 1939 and entered into force on 29 December 1954.
The treaty builds upon the Treaty on International Penal Law, adopted by the First South American Congress on Private International Law in Montevideo on 23 January 1889, incorporating doctrines already accepted due to situations which had occurred since between 1889 and 1939.

But governments have no explicit obligation to grant asylum However, when an asylum seeker arrives in the country seeking protection It's a breach of international law to send them away to another country where they face very serious harm. So in many cases it is completely unacceptable to send them back to where they came from So, a right to be granted asylum may arise out of other well recognised rights One thing is for sure until more countries recognize rights of asylum Millions will be exposed to severe persecution such as torture and murder. and the majority those who escape will languish in camps in unsafe conditions, or in limbo Warsaw was fine, thank you very much What did you do that for?
