The Comptroller of the Navy[1] originally called the Clerk Comptroller of the Navy[2] was originally a principal member of the English Navy Royal, and later the British Royal Navy, Navy Board. From 1512 until 1832, the Comptroller was mainly responsible for all British naval spending and directing the business of the Navy Board from 1660 as its chairman.[3] The position was abolished in 1832 when the Navy Board was merged into the Board of Admiralty. The comptroller was based at the Navy Office.

The Career Transition Office provides a seamless transition
for Sailors separating from active duty coming to the Navy Reserve.
Hi. I'm Lieutenant Commander Keith Bushey, Branch Head for
Medical Programs at the Career Transition Office.
We really just are there to provide information to the Officer
giving them the ability to make the decision that's best for
them and their family.
Once an Officer has fulfilled their minimum active duty service
commitment, they can come to the Navy Reserve by submitting
a resignation request.
Officers that want to find out more information about what the
Navy Reserve has to offer can go to navyreserve.com.
The old process used to take sometimes two to three months and
we really transition individuals within 10 days. So, within 10 days
of separating from active duty, we can have them gained and be
a part of the Navy Reserve and ready to attend their first drill weekend.
An Officer transitioning will have a transition assistant.
Transition Assistants at the Career Transition Office will help an
individual coming to the Navy Reserve no matter what their
drilling intentions are. They want to be an active participant in
the Selective Reserve where they drill one weekend a month,
two weeks a year. But if they choose not to come to the
active part of the Navy Reserve we'll help them transition
to the Individual Ready Reserve. We're here to assist
in all phases of the transition.
Well, the question that I get the most is, "What's my life going
to be like in the Navy Reserve?". And so what I try to do is
put them in touch with a drilling reservist, preferably in the
area where they intend to relocate to so they can find out
for themselves what their life is going to be like should
they choose to come to the active part of the Navy Reserve.
Officers that choose to transition to the Navy Reserve
immediately upon separation from active duty will be offered
several benefits. One of the biggest benefits is TAMP -
or Transitional Healthcare - for themselves and their family for 180 days.
The Navy understands that one of the biggest reasons why
members choose to separate from active duty is the pace
of operations. So, they've offered a two-year mobilization
deferment to all Officers transitioning from active duty
intend to join the Navy Reserve. That gives the Officer the
option to come and try the Navy Reserve out for a period of
up to two years with a peace of mind of knowing that they're
not going to be called up for a mobilization.
The healthcare community has some subtle nuances to it
regarding financial incentives and flexible drilling arrangements.
So, we have a specialized healthcare team at the Career
Transition Office that are subject matter experts in those areas.
This allows the physician to be able to have their private
practice and also be a part of the Navy Reserve.

History
The post was originally created in 1512 during the reign of Henry VIII of England when the post holder was styled as the Clerk Comptroller until 1545. In 1561 the name was changed to Comptroller of the Navy. The Comptroller presided over the Board from 1660, and generally superintended the business of the Navy Office, and was responsible for the offices dealing with bills, accounts and wages[4] during the sixteenth and seventeenth centuries. By the eighteenth century the principal officer responsible for estimating annual stores requirements, inspecting ships' stores and maintaining the Fleet's store-books and repair-bills was the Surveyor of the Navy; however, the Surveyor's duties passed increasingly to the Comptroller of the Navy during the latter half this period. The office of Surveyor did not altogether disappear. In 1832 the Comptroller's department was abolished following a merger of the Navy Board with the Board of Admiralty and the Surveyor was made the officer responsible under the First Naval Lord for the material departments, and became an adviser to the Board of Admiralty. In 1860, the name of the office was changed to Controller of the Navy, and in 1869 was merged with the office of the Third Naval Lord, then becoming known as Third Naval Lord and Controller of the Navy. The Third Naval Lord and Controller of the Navy was independent of the First Naval Lord and was themself a member of the Board of Admiralty.[5]
