The Administration on Aging (AoA) is an agency within the Administration for Community Living of the United States Department of Health and Human Services. AoA works to ensure that older Americans can stay independent in their communities, mostly by awarding grants to States, Native American tribal organizations, and local communities to support programs authorized by Congress in the Older Americans Act. AoA also awards discretionary grants to research organizations working on projects that support those goals. It conducts statistical activities in support of the research, analysis, and evaluation of programs to meet the needs of an aging population.

AoA's FY 2013 budget proposal includes a total of $1.9 billion, $819 million of which funds senior nutrition programs like Meals on Wheels. The agency also funds $539 million in grants to programs to help seniors stay in their homes through services (such as accomplishing essential activities of daily living, like getting to the doctor's office, buying groceries etc.) and through help given to caregivers.[1] Some of these grants are for Cash & Counseling programs that provide Medicaid participants a monthly budget for home care and access to services that help them manage their finances.[2]

AoA is headed by the Assistant Secretary for Aging. From July 2016 to August 2017, Edwin Walker served as Acting Assistant Secretary for Aging.[3] The Assistant Secretary reports directly to the Secretary of Health and Human Services. Lance Allen Robertson was confirmed in August 2017, and served until January 20, 2021. On January 20, 2021, Alison Barkoff was sworn in as Principal Deputy Assistant Secretary, and was named as Acting Assistant Secretary.[4] On March 9, 2022, President Biden Nominated Rita Landgraf, the former Secretary of the Delaware Department of Health and Social Services, to serve as his first Assistant Secretary. WE ARE SO PROUD AND SO EXCITED TO HAVE THIS HERE, AND TRULY HISTORIC. LGBT ELDERS HAVE VULNERABILITIES THAT CAN PUT THEM AND THEIR ACCESS TO QUALITY HOUSING AND TO LONG-TERM CARE AT SIGNIFICANT RISK. THE REPORT, IMPROVING THE LIVES OF LGBT OLDER ADULTS, HAS THAT LGBT ELDERS ARE TWICE AS LIKELY TO BE SINGLE AND THREE TO FOUR TIMES MORE LIKELY TO AGE WITHOUT THE BENEFITS OF A PARTNER AND/OR CHILDREN, AND OTHER FAMILY SUPPORTS AS COMPARED TO OTHERS. THEN THERE'S ALSO THE EVER-PRESENT ISSUE OF PERCEIVED. LGBT ELDERS CAN IN SOME CASES BE DENIED HOUSING, INCLUDING RETIREMENT AND OTHER LONG-TERM CARE HOUSING SETTINGS BASED SIMPLY ON THEIR SEXUAL ORIENTATION OR GENDER IDENTITY. AND EVEN WHERE NOT OVERT, LGBT ELDERS CAN STILL FEEL UNWELCOME IN THEIR COMMUNITY AND IN BOTH CASES, THEY CAN BE FORCED INTO HOSTILE LIVING ENVIRONMENTS OR EVEN HOMELESSNESS. AND THIS IS WHITE'S SO IMPORTANT THAT -- WHY IT'S SO IMPORTANT DISCUSS EXISTING CHALLENGES AS WELL AS EXPLORE FUTURE POLICIES FOR PROMOTING CURRENT EFFORTS TO SUPPORT HOUSING AND LONG-TERM CARE DESIGNED FOR LGBT ELDERS. AND WE HAVE A FULL DAY'S WORTH OF PROGRAMMING HERE. WE'RE GOING TO START PANEL THAT COVERS THE FACTS. SO WE ALL HAVE A SHARED UNDERSTANDING ABOUT THE STATE OF PLAY IN THIS AREA. THEN WE HAVE A PANEL THAT WILL COVER EXISTING SERVICESES THAT ARE AVAILABLE -- SERVICES THAT ARE AVAILABLE FOR THIS POPULATION AND AFTER THAT WE'LL ACTUALLY, THAT WILL COVER SOME OF THE CHALLENGES AND BARRIERS THAT WE FACE AND WE SEE TODAY IN TERMS OF SERVING THATS FOR LAITION. AND THEN THERE'S LOTS OF DIFFERENT TYPES OF TRANSGENDER PEOPLE. THERE ARE PEOPLE WHO ARE TRANSSEXUALS AND A PEOPLE WHO ARE JUST VERY GENDER NONCONFORMING. IT'S ALWAYS BEEN A MANDATE OF ENHANCED OUTREACH TO VULNERABLE ELDER POPULATIONS, DEFINED AS LOW INCOME, RACIAL AND ETHNIC MINORITIES, FRAIL INDIVIDUALS, LIMITED ENGLISH PROFICIENCY AND SO ON, WITH NO MENTION OF LGBT TRIPLE-A LEADERSHIP, ELDERS IN OUR COMMUNITY, FRIENDLY HOUSE STAFF, AND MEMBERS OF THE COMMUNITY AT LARGE CONVENED TO DISCUSS WAYS OF BRINGING NEEDED SERVICES AND OPPORTUNITIES TO THIS POPULATION IN A WAY THAT WAS RESPECTFUL OF THE CONCERNS THAT THEY WERE RIGHTFULLY EXPERIENCING. THUS, GAY AND GRAY WAS BORN. IN ITS EARLY DAYS, GAY AND GRAY FOCUSED ON DEVELOPING A RICH ARRAY OF ACTIVITIES THAT OFFERED RECREATION AND SOCIALIZATION OPPORTUNITIES IN AN EFFORT TO REDUCE THE ISOLATION AND DEPRESSION THAT OFTEN BOLD -- BEFALLS OLDER LGBT ADULTS. IT WAS ALSO THE INTENTION THAT THE ACTIVITIES WOULD WARM PEOPLE TO FRIENDLY HOUSE, AN OPPORTUNITY FOR THIS COHORT TO SEE FOR THEMSELVES THAT WHILE OUR ORGANIZATION DOES NOT EXCLUSIVELY SERVE LGBT PEOPLE, WE WERE COMMITTED TO PROVIDING OPPORT THEM AND THAT WE ARE A WELCOMING SAFE PLACE FOR THEM TO SEEK SERVICES WITHOUT FEAR OF DISCRIMINATION. FOR TEN YEARS, WE'VE BEEN POUNDING AWAY AT LEADERSHIP TO IMPRESS UPON THEM THAT LGBT ELDERS ARE IN FACT A VULNERABLE SENIOR FOCUSED ATTENTION AND FUNDING TO BE APPROPRIATELY SERVED. I'M THRILLED TO REPORT THAT JUST WEEKS AGO, WE LEARNED THAT OUR LOCAL TRIPLE-A WILL BE BROAD DENYING THE DEFINITION OF VULNERABLE LAITIONS TO INCLUDE LGBT ELDERS AND HAVE ASKED TO PROVI CULTURALLY SPECIFIC PROGRAMMING TO THIS COHORT. IF IT'S SUCCESSFUL, IT WILL BE THE FIRST GOVERNMENT FUNDING WE'VE RECEIVED FOR THIS PROGRAM. OVER THE YEARS, WE'VE HEARD MURMURING THAT THIS SHOULD HAVE BEEN DEVELOPED IN AN ORGANIZATION THAT EXCLUSIVELY SERVES THE LGBT COMMUNITY, BUT OVERWHELMINGLY THE FEEDBACK FROM OUR SENIORS IS BECAUSE WE OFFER PROGRAMS TO PEOPLE OF ALL AGES, BACKGROUNDS, IN FACT, THAT WALKING INTO OUR DOORS OFFERS THEM SOME AND NONE NIM IT IN THAT WE DON'T TRADITIONAL LGBT SETTING. IN 2001, WE LAUNCHED OUR DIVERSITY TRAININGS WHICH WON ACCLAIM BOTH LOCALLY AND NATIONALLY. THE HEART OF OUR TRAINING IS THE ELDER PANEL, A GROUP OF GAY, LESBIAN, BISEXUAL, AND TRANSGENDER ELDERS W TO SHARE THEIR DEEPLY HARD-FELT -- HEART-FELT STORIES. WE HAVE A SPEAKERS BUREAU OF OVER 15 PANELISTS THAT WE CALL ON TO SPEAK TO DIFFERENT AUDIENCES ON DIFFERENT ISSUES. TO THE SENTENCE WE'RE ABLE, WE SELECT SPEAKERS WHO'S STORIES REFLECT THE EDUCATION NEEDS OF THE AUDIENCE WE'RE ONE EXAMPLE WOULD BE WHEN WE'RE SPEAKING TO NURSING STUDENTS ARE OUR PANELISTS FOCUS ON ISSUES THAT THEY HAVE HAD IN THE MEDICAL COMMUNITY. SPEAKING TO HOUSING PROVIDERS, THEY'RE ADDRESSING HOUSING RELATED EXPERIENCES. SEVERAL COLLEGES AND UNIVERSITIES HAVE BUILT THE DIVERSITY TRAINING INTO THEIR CURRICULUM FOR NURSING AND PARTICULAR. WE WERE PLEDGED BY THE CHAIR OF THE BEHAVORIAL SCIENCES DEPARTMENT AT THE UNIVERSITY OF PORTLAND, THAT HAS BEEN HOSTING THE TRAINING FOR OVER TEN YEARS. DR. ROGERS WAS INTERESTED IN DOING A RESEARCH PROJECT BASED ON THE DATA COLLECTING FROM TRAINING PARTICIPANT SURVEYS SINCE 2007. HER TEAM HAS COMPILED AND ANALYZED THE DATA AND PRELIMINARY RESULTS SHOW THAT OF THE 600-PLUS RESPONDENTS, OVER 93% FOUND THE TRAINING EXCELLENT OR VERY GOOD AND 91% SAID THE PANEL WAS A COMPELLING COMPONENT THAT WILL CHANGE HOW THEY WORK WITH LGBT PEOPLE IN THEIR FUTURE CAREERS. THE FULL RESULTS HER FILEDINGS ARE GOING TO BE SHARED AT A NATIONAL SOCIAL WORK CONFERENCE HAPPENING HERE IN WASHINGTON, D.C., IN DR. ROGERS ALSO SHARED WITH US THAT SINCE SHE'S BEEN OFFERING THE TRAINING FOR HER STUDENTS, A HANDFUL HAVE CHANGED THE THE COURSE OF THEIR STUDIES TO FOCUS ON THE MENTAL HEALTH NEEDS OF THIS COMPLNT. PROVIDENCE ELDER PLACE HAS BEEN A REALLY IMPORTANT PARTNER IN THIS EFFORT. PROVIDENCE ELDER PLACE EMPLOYS THE PACE MODEL OF SERVICE DELIVERY AND HAS FIVE COMNTS LOCALLY THAT SUPPORT BOTH PRIVATE PAY AND MEDICAID ELDERS BY PROVIDING MEDICAL CARE, SOCIAL ENGAGEMENT, AND ELDER PLACE HAS HAD ALL OF THEIR STAFF RECEIVING THE TRAINING FROM THEIR HIGH REST LEVEL ADMINISTRATION STAFF TO THEIR DOCTORS, NURSES, CARE GIVING STAFF, AND MORE RECENTLY ARE HAVING THE RESIDENTS OF THE TRAINING. THE RESIDENT TRAININGS ARE A CRITICAL COMPONENT OF CREATING A WELCOMING ENVIRONMENT FOR LGBT OLDER ADULTS, AND WE'RE DOING MORE OF THE RESIDENT TRAININGS THROUGH OUR HOUSING ASSESSMENT PROGRAM WHICH I'LL BE SPEAKING MORE TO LATER. AS A RESULT OF OUR AFFILIATION WITH SAGE, FORMALIZED, I THINK THIS LAST WEEK, WE WERE ABLE TO HAVE OUR GAY AND GRAY COORDINATOR TRAINED IN THEIR AMAZING CURRICULUM, WHICH GIVES US A WHOLE ANOTHER TOOL TO USE IN EDUCATING OUR COMMUNITY ON THE STRENGTHS AND CHALLENGES OF THIS VULNERABLE POPULATION. IN 2010, GAY AND GRAY ADOPTED A FELLOW NONPROFIT IN OUR AREA CALLED SHARE, AND IT'S AN ACRONYM, SENIOR HOUSING AND RETIREMENT ENTERPRISES. SHARE STARTED AT ABOUT THE SAME TIME AS GAY AND GRAY BACK IN EARLY 2000 AND WE WERE FOCUSING ON EDUCATION, IN-HOME SERVICES, CASE MANAGEMENT, AND ACTIVITIES, SHARE WAS FOCUSED ON THE MISSION OF BUILDING LGBT HOUSING.
